The "Underwater Hoverbed" is designed for the drowning accident.
It locks the drowning person by a "searching-torpedo". Then a gasbag which the "searching-torpedo" carries will be released under the drowning one and will soon form into a hoverbed when meets water. Four corners of the hoverbed would be inflated with air first and float quickly. So the drowning people could be surrounded in it, and soon be taken to the surface of the water safely.
Take the rescue operation underwater instead of above water. This is the core of the design.
