Maybe 1/4 is enough ?
people are used to folding up the tissues as 1/4 unconsciously.
And could we unconsciously retrench the resources when using tissues?

The users could tear how much they need with the cuts easily and less destroy the remaining tissue.
So that people would be more willing to keep the remaining clean part and use it again.

The cuts also remind the users of preserving resources.
Each time you take the tissues,
you are also reminded of eco-awareness.
And retrench unconsciously one day.
