The design is to replace wipers . It uses wind power to clean the windscreen.
When it rains, it can keep the windscreen clean and avoid your vision covered. Many traffic accidens occur because of blurred lines of sight caused by rain on the windscreen.
The pronlem could be solved when you use the windscreen cleaner.
