Problem: the flood will lead to the breakwater in many places. Sandbags are a good tool for flood control. However, due to the steep terrain in many places, excavators and other large equipment can not get in, artificial sandbags are dangerous and laborious.

Solution: fill the breach by modular combination of UAV transport sandbags. Inspired by the game Tetris, with the advantage of UAV's accurate identification of flood gap, UAV can modularize to form a square array to put sandbags into flood gap in batches and accurately.
