The homeless could get a electronic bracelet through the application to the government. Those bracelet could help them get a proper job by making them improve themselves. The bracelet will record the courses they have taken and give them petty cash to encourage what they do. In the mean while, the bracelet could also let them get some free supplies from the cooperative. For example, they could get food near expiration date from local shops or having a night in the hotel with discount. Of course, those companies or shops that cooperate with the government will receive tax reduction.
