The water is from the base of the platform basin and this concept is from the way that Chinese used to wash their vegetables and clothes beside rivers. It would be efficient to wash vegetables like spinach since people could free their hands by put the vegetables on the platform. At the same time, the water would not splash like faucet does.
The waterfall use less water to clean things compared to the faucet because the water would not focus on a point but distribute evenly.
