Social welfare resources are usually separated and managed by different departments; Only to obtain information required additional time and effort, which is difficult for people in need.
An integrated information service system embedded in smart meter, Center P, is proposed. It is a management center for family health, advertisement system and resource matching system. Power Line Communication is adopted to ensure that ‘Center P’ is accessible to different classes of people. With government as mediator, existing census and population data can be used to increase resource allocation efficiency without jeopardizing personal privacy.
