In 2013 world hearing-impaired population is 360 million people, accounting for about 5% of the total. To hearing-impaired people, sign language is the first language with which they continue and create their culture. Smart and convenient sign language interpreter is required for the hearing-impaired people to communicate with non-disabled people by their language, sign language.) When a hearing-impaired person speak in sign language to an opponent, his or her sign language pattern is converted to voice or letters which are then delivered to opponent’s smart phone.
