The reason why the damages of recent typhoon in the Philippines were serious is because the scale couldn't be predicted so that people could not be evacuated in time.
Typhoon signal is on a street light so that it tells people the strength and let them escape in time when approaching.
Meteorological Agency of every countries identify the scale of a typhoon and turns on the warning signal light in the hurricane risk area.
The warning signal light is lit in three colors for neutral, caution and danger.
They also announce the scale of typhoon as well as places to escape for people who are not able to see the warning signal light.
