When sanitation workers clean the street, they use dustpans. But there is a limit to the capacity of the dustpan, and you may feel a lot of hassles and undergo a lot of inconvenience due to limited two-handed motion. You don't have to carry any dustpan. If the litter bin itself is buried in the ground and serves like a dustpan, it may take a load off sanitation worker who brushes off the dirty streets every day and can keep the streets cleaner.
