When the rainstorm comes, rains would flush into the low-lying area before they run into the effluent systems. Men-kan is a public equipment to solve such situations, especially for the low-lying area such as subway entrances.
Just like the Men-kan in ancient China, it is flatten on the floor in normal condition. Before the rains run into the entrance, it could rise up-right by a hydraulic system to prevent the flushing water. At the same time, when people step onto the floor after striding over the Men-kan, it is easier for the water attached to the shoes to runs into the effluent systems. And the corridor would not be wet anymore.
